It's not partisan to call Bush a moron

So yesterday Harry Reid relaxed a little and called Bush a "Loser" in front of some senior school kids.
The Review Journal sees fit to say, "But in the course of a discussion on filibusters and Senate rules, Washington's top Democrat ended up giving the 60 juniors a good lesson in partisan politics, particularly about the commander in chief."
Why is it partisan politics to call Bush a loser? He happens to be a Republican but Mr Reid isn't attacking Bush because he's a Republican, in fact, his comment came as he was describing his admiration for past Republican presidents Reagan and Bush Snr.
This was purely personal. Besides, I'm sure G.W. has been called worse. How about "dangerous moron"?
I'm willing to do my part here.
